In the Law Society Library used to be a summary of the statutes of England. During an idle moment 30 years ago I turned up a statute of Henry VII seeking to legislate to control the price of headwear.(Caps). You can't buck the market by saying that something should cost £ X/2 when the actual cost is £ X. No progress in Government thinking since 1500. William Gladstone must ( somewhere in the great beyond) be very proud of his brightest and best theory.
