It couldn't impose a nominal fine of £1, because that would have been (a) perverse and (b) out of line with the punishment in the Mahmood case. £2,500 was the minimum it could sensibly impose against the background of the sentence in Mahmood (£25,000 fine, suspended suspension of 1 year and costs of £9,595):
