A wholesale overhaul is long-overdue: not just leasehold enfranchisement but everything back to LPA 1925. 'Tax law rewrite' was a very large project but it came to fruition; and that rewrite scheme ought to be emulated. If the Law Commission can't do it, let it invest the drafting work in professionals who deal every working day with the problems caused by 100 Acts (some in force, some only partly in force, some never likely to be brought into force, and many with amendments overwriting earlier amendments). It's a mess!
