Joshua, i often value your insights, but i think we are a bit disingenuous here when we dont actually speak about the elephant in the room.

Social workers like many in the public sector get paid peanuts to do work with enormous responsibility, and then when thing go wrong the rest of us come down on them like a ton of bricks, any surprise then why they should not take any more risks than they do currently?
