The reduction in litigation I would imagine is simply due to the fact most Claimant PI Firms are so desperate to get rid of a bulk of the claims and get their costs now rather than wait for the courts.
Most of the large claimant PI firms now work with insurers to try and clear stock, once stock is cleared they can look at reducing headcount but importantly these forms know that WiP has no real value with investors or banks anymore.
