There has been a substantial change since 2016, i.e. we have discovered that those who wanted to leave had in fact no plan for doing so, despite in some cases having had 20+ years to prepare.

And as for those "risks", it was made very clear by numerous leading exponents of the leave cause that there would be none - we would "hold all the cards", "no downside only an upside", the EU would "go whistle" for membership dues, a raft of new trade deals would be agreed by March 2019, and so on and so forth.
