In the magistrates' court which I know best the lift has been out of order since August. There are wordy apologies about parts being unavailable, blah, blah, blah, but no lift.

If it was a department store and had to compete with other department stores it would have been done within the day.

And that is the standard to which HMCTS should be held. What would they have to do to keep the business if there were other court systems to which people could go to bring their claims, give their evidence, or indeed be tried and fined or worse? That is what we are all entitled to expect.
