From what I understand of the industry, the ABI, FOIL and IFB refused to share information with claimant solicitors, nor indeed did they engage in with them in any investigations.

I'm curious how you think claimant solicitors could have assisted in those circumstances? They carry out an independent assessment of the merits of a case of a claimant, assess it has merit, and pursue a claim on the claimants' behalf. Unbeknownst to the claimant solicitor, the claimant is known to the insurance industry as a con man with a record a mile long.

How is a claimant solicitor to know that if those holding the records and policing the sector don't share the information they know?

This was never going to end well for claimant solicitors. Beaten by opponents who held all the cards
