It would be interesting to know what was provided in the arbitration agreement.
From this report it seems like the claimant conveniently ignored the agreement and initiated institutional arbitral proceedings in Qatar when the agreed seat was Tunisia and the agreed form was ad hoc arbitration. The tribunal declared its lack of jurisdiction. Apparently the arbitration was correctly held in Tunisia (otherwise jurisdictional issues would have successfully been raised) but the Qatari arbitration panel is in jail for having taken the right decision.
Bottom line: it is delusional to consider Qatar and other Gulf states as places where internationally acceptable standards of justice may be expected.
