Thank God I'm not doing this any longer! Costs budgets can be difficult/impossible to be accurate about, although an overall finger in the wind budget can be surprisingly accurate although difficult to rationalise … this has become a form of subsidiary litigation which consumes more costs and does the profession no good in the eyes of private or commercial users (in my experience). I found it difficult to rationalise almost any part of the Woolf reforms compared to the old RCJ/CCP: more complicated, more irrational, more unpredictable, more inexplicable.
