Anon @ 10:49 - it's just bad grammar (should have said, "offer to the public at large this new, simpler way of doing probate").

If probate fees are to rocket as MoJ propose, then I can see individuals being tempted to do probate applications themselves, to save costs. With the current modest level of probate fees, I suspect people are more willing to incur the costs of employing a professional, but with the much higher fees I don't think they'll be so happy to pay (through the estate) for both.
