These specific problems may not be related to the modernisation and online court programme, but they are certainly relevant to it.

With IT, there is a general rule of thumb that resilience costs more, and often significantly more. If you can afford to wait 24 hours to restore your system from a backup, you can usually do that on a shoestring.

If you absolutely need your system up 24 hours a day, at full capacity even while fixing/restoring things? Well that'll cost you, often multiples of what a basic system would cost.

I can't quite see the treasury authorising the level of investment *actually* needed, rather than simply taking the cheapest bid offered.
