It already is a legal requirement for marriages to be registered if they are to be valid; the problem is that many Islamic, a few Hindu and Sikh, and a handful of Jewish ceremonies go ahead with no attempt to comply with the civil law, leaving the parties in a state of non-marriage; not even void marriage, non-marriage, out of which no rights arise.

I do not see what the Council of Europe expects the government of a free society to do about it. You can't stop people getting together and repeating words which by their religion make them married but by the law of the land are ineffective.
