Interesting comment which I’m hesitant to agree with. In fact, I just did a quick internet search for “good dictators” (I’ll enjoy explaining that to IT, I’m sure) and there’s a surprisingly convincing list – Frederick the Great & Marcus Aurelius to name two.

I suppose the original intention for the role of a dictator was to allow someone enough power to quickly make decisions and get on with things, avoiding bureaucracy, red-tape, voting etc. But power corrupts.

I am not very familiar with Singapore so couldn’t comment, but the line for paying respects to a body lying-in-state would make a wonderful measure; I heard the queue for Kim Jong-Il with 400,000 miles long!
