I am genuinely intrigued how they think hoovering up the low value (up to £5k) RTA whiplash work will succeed in bringing back profitability. Small claims costs are pitiful, and damages amounts under the tariff are so woefully inadequate that unless DBA's are taken out (and agreed with clients) to snaffle away 50%+ of damages as a success fee, there is no way any firm can hope to remain profitable post-reforms.
