If you're going to whistle-blow, do it immediately. If needs be leave immediately claiming constructive dismissal and whistle-blow at the same time.

The alternative opinion is that it's ok to consciously overcharge or back-date letters as long as you report it afterwards.

This profession needs a high level of probity. If you don't know right from wrong by the time you sign the training contract then you're in the wrong place.

I just wish she could have been rehabilitated.
