I really don't think you understand exactly what you are trying to argue, a defendant PANEL firm do not receive commissions, they tender their services, the same with hire companies, rehab providers and approved garages, this isn't a secret its a bit like a hotel paying 1 company to do its laundry.
I think you are desperately trying to find something that simply isn't there in this instance sorry but thanks again
