Can't the jurisdiction of the SRA be extended to cover judges as well? I anticipate:

By using the phrase, "This is madness" the judge showed a disrespectful attitude to the complainant. In an agreed outcome, the judge agreed to pay a penalty of £2,000, and costs (reduced after representations) of £87,000.
