I don't understand why people are being so negative here. The profession seems well enough united that this is a stealth tax. Surely everyone would say that, to be legitimate, tax ought to be introduced by primary legislation rather than by secondary legislation. We saw what happened to the Office of the Public Guardian when they were raking in the fees to a far smaller degree than this (they were ordered to give refunds). I couldn't care less about the motives of the official opposition, I just care that if the government is proposing to do something borderline illegal (TLS' opinion is that this exceeds the powers being relied upon to do it) and totally immoral, the opposition intends to, um, oppose it. Seems sensible to me.
