Anon @ 13.44 - I had in mind that (assuming they actually had a valid FOI reason not to disclose), they might choose to do so if the notes showed everything was entirely above board.

However, choose to do that once voluntarily once (when the docs don't show anything embarrassing) and the inevitable inference next time around when you choose not to disclose is that there is something embarrassing.

Basically similar to the government refusing to discuss anything to do with special forces operations - we don't ever discuss that, so don't try and read anything into the fact we're not confirming or denying our chaps were anywhere near that big explosion last night.

Again, all assuming that the LSB actually has a valid reason to deny the FOI request.
