15:17 GMT I am sure that goes on quite a lot, especially where the Party having the meeting is a Public Body, such as the Police. They use their contacts to influence. I know some 15 years ago there were some public reports about the Met Police having unilateral secret meetings with Judges to discuss civil claims being taken against them.
