it is very unfair that the car owner can refuse to indicate who the driver of their vehicle was - if they are so unsure surely they are unfit to hold a DVLA licence and secondly have control, or lack of that responsibility, to even have a vehicle which should be confiscated and crushed. It is high time that everyone was responsible for their actions, mental aberration being no excuse in any one off event, not consistent with their previous behavior- known as a try on !
