Unfortunately, this creativity strays into fraud territory. Its fine for agency fees to be charged to third party insurers who have the resources to challenge them (as in this case.)

However, those clients who have suffered financial loss as a result of substantial ATE commissions being charged from their compensation need to be protected from unscrupulous solicitors.
