Well what a surprise! The Government brings in Draconian penalties (fines of up to €20,000,000 or 4% of turnover) for breaches of the GDPR.. Despite what they say, breaches are not clear cut. Lawyers, fearing getting sued by their clients for that €20,000,000 or 4% of turnover if they advise on what turns out to be the wrong side of an unclear line, take a precautionary line.

Government to lawyers: "We have power of life and death over your clients' business if they make a mistake with data processing. We'll decide after the event how severe the punishment will be but trust us to act fairly. " Lawyers will advise clients accordingly.
