GDPR is not about consent but consent is the "normal" requisite for personal data processing. All cases of lawful processing without consent listed in article 6 demand that processing be * n e c e s s a r y * . The law could not be clearer.
I would be happy to hear about cases where processing personal data without the consent of a data subject is necessary for marketing purposes.
The GDPR is specific enough about marketing. Art 22.2 and 22.3 take the pain of telling us that processing for direct marketing purposes, also when consented to, is always subject the data subject's right to object. In no case there can be any "compelling legitimate grounds" to continue processing regardless of the objection. The GDPR expressly singles out consent for direct marketing purposes as the weakest form of consent possible.
