Not sure where public liability insurance comes into the picture as the cure-all to this problem? The lenders' concern about insolvency is valid, and insolvency can be the result of many things, not just third party or public liability. Alternatively is the government going to legislate to make a commonhold association statutorily incapable of insolvency? Stranger things have been mooted.
