After over a decade, there are- I understand- fewer than 20 Commonhold schemes. Clearly, it's a failure. Abandon it, write-off the inordinate amount of unnecessary legislation/rules about it, embark on a major tidying-up of leasehold legislation, and then create a Land Law Rewrite Team (along the lines of the successful Tax Law one) leading to a modernised set of enactments replacing LPA1925 and all subsequent property statutes.
