The answer is in your statemen:

'This allowed 'Mckenzie Advisers' to obtain practice Insurance, manage Client Accounts, complete CPD hours, to be regulated, and mentored . Their scope of Practice was restricted i.e. no Family matters. They file their accounts annually, pay their fees and are open to being audited.'

Over here they get leeway and nothing else. So where is the protection for clients?

The alternative - allow solicitors to work as sole practitioners with no staff etc - immediately cut down on the overheads and you cut down the hourly rate, but you keep the knowledge base, professional support and the requirement for insurance etc. Sounds a better idea to me.
