1) It is not clear what the purpose of the change is unless it will result on occasion in a finding of guilt where such a finding would not be made if the criminal standard were applied.
2) The remark about "cogent and compelling" suggests that there will be room for debate as to whether the SDT should or should not follow the House of Lords / Supreme Court statements about the evidence required to establish allegations of serious conduct on the balance of probabilities.
So the state of affairs is not as clear as it might be.
