There's no doubt that the hourly rates charged by IP's are a disgrace, as is their habit of charging admin staff as fee-earners. The other charges mentioned are equally exorbitant.

The problem is that although there are mechanisms to challenge the feels there's no incentive for most creditors to do so. Even if they're willing to accept the costs, the risk and the hassle involved they're unlikely to receive any personal benefit, as a successful challenge simply results in some money going back into the pot, so that it's just shared amongst all the creditors.

There should therefore be a change in the law to provide a personal reward for any creditor that makes a successful challenge - say 10% of the reduction achieved. Only then would this greedy and pernicious `profession' be finally brought to book.
