Surely it's up to the client whether he/she wants a fully insured solicitor, offering a full service range, or an uninsured freelancer, offering only non-reserved work, so long as the level of cover, or lack thereof, is disclosed at the outset. Beyond that, caveat emptor should prevail. Basically if the client wants to buy cheap, and accept the risk of no redress if things go wrong, that his/her progative. After all, this is the scenario that prevailed for decades before PI insurance became compulsory.
