In my small part of the legal world, a freelancer (or a legal adviser or legal consultant) is a lawyer, often a solicitor, that provides interim services to businesses. Most practice in areas such as commercial contracts, intellectual property, M&A, treasury, corporate governance and the like. Most will not (and perhaps never) provide legal services to a private individual, and, frankly, do not want to. The SRA's dalliance with freelancers seems to have been conceived entirely without regard to the existence of this type of freelancer. However, I have never seen a paper that has explained the concept beyond a headline.
