Hackles may only be raised by barristers on weekday mornings during Michaelmas term, and then only ever when robed, when within the precincts of one's own Inn and when bearing the written authority of two Benchers.

Benchers wishing to raise hackles retain autonomy to do so of their own volition and without need of additional authority, however in practise this has not happened outside Michaelmas term since the calamitous Stickleby-ffitch incident of 1832, about which I need say no more.
