There seems to be an unwritten policy of war on the homeless. Here in Manchester they have been the subject of bellicose rhetoric and expensive legal action to evict them from public spaces, all by a supposedly left wing local authority. I imagine some disappointment must attend on the winter not having solved the "problem" for them.
