Someone reasonably asked what was going on at the MOJ. I have the answer, based on 32 years of dealing with civil servants when I was in the judiciary. The simple answer is institutional incompetence and inefficiency at the MOJ, to some extent in the ranks of middle managers but especially in the senior civil service. I have lost count of the number of times when, in meetings with MOJ officials, I came to the conclusion that, firstly, they did not know what they were talking about, secondly they did not care and, finally, they lacked the remotest ability to do their job. As a judge I regularly dealt with HMRC, DWP and the Home Office. When I say that the MOJ was undoubtedly the worst of all of them you may have some idea of their ineptitude.
