Hardly. Government lawyers cost a good less than private sector ones as you would know if you had ever seen their respective bills of costs. For one thing government legal bills don't include a 50% profit markup and are simply aimed at recovering actual costs. And on the whole government lawyers are pretty good at their jobs. Whether their clients including ministers are prepared to take the advice tendered if it doesn't match the policy line they want to run is a different issue. And then there are plenty of law firms who seem more interested in what generates fees for them than in giving sound advice to their clients.
