"He ... said compensation could be on fixed levels, enabling an equal distribution of the available funds amongst all deserving claimants, in place of the present system in which a small proportion of deserving claimants recover higher damages". 

Or to put it another way, we could move away from a system of compensation for personal injury payable by the person responsible (or their insurer), and replace it with an adequate benefits system paid for out of general taxation instead: that is, to shift the burden of providing for injured persons from a limited class of persons proved to be responsible for deliberate or careless action to society in general. Whether that is a sensible move raises a number of issues including of course a detailed cost-benefit analysis. I merely observe that under the present arrangements, the benefits system is so poor if there are two persons who are paraplegic but X can't establish who is responsible for their condition and Y can, Y's standard of care is likely to be a lot better than X's despite their needs being broadly comparable.
