@James: the reason is that law firms are enterprises through which solicitors ply their trade as either partners, employees, or sub-contractor trading only with the firm rather than with the firm's clients. Whereas barristers in chambers are always self-employed: chambers are (or ought to be) nothing more than a post-box and serviced office for independent contractors trading directly with clients.
