Specialist Policing Consultancy Ltd (SPC) is a leading provider of expert witness services, with internationally recognised expertise in modern slavery and human trafficking.

Established in 2011 by former senior Metropolitan Police officers, SPC combines extensive policing experience with deep investigative knowledge. In the last three years alone, SPC has delivered over 300 expert witness reports for cases in the UK criminal courts, immigration tribunals, family courts and the ECtHR (V.C.L. and A.N. v. the UK).

Our reputation is built upon the direct investigative experience of our two directors, who successfully led Europe’s first ever Joint Investigation Team on human trafficking. Their involvement in conducting complex, high-profile investigations has provided them with deep insight into the operations of organised criminal groups, as well as extensive knowledge of effective policing strategies and victim protection, particularly in a modern slavery context.

Our directors are appointed as human trafficking and organised crime experts to the Council of Europe, OSCE and INTERPOL. We have advised influential bodies in the UK and abroad, including the UK Home Affairs Select Committee and the United Nations. Both directors were called to give evidence to Parliament during the creation of the Modern Slavery Act 2015. This extensive experience in human trafficking investigations positions SPC uniquely to address complex issues effectively within UK criminal cases and immigration tribunals.

SPC’s expert witness reports are meticulously prepared, impartial, and frequently deliver critical new insights into complex cases. Our approach includes conducting comprehensive, trauma-informed interviews with victims alongside a detailed review of case material. Our expert evidence consistently withstands rigorous cross-examination and has been trusted in numerous high-profile cases, supporting both prosecution and defence teams effectively.

Our experts routinely provide authoritative insights into a broad spectrum of policing and investigatory practices, including modern slavery, police procedure, lawful use of force, arrest and detention practices, investigative strategies, and the integrity of evidence handling.

We pride ourselves on delivering reports that are clear, objective, and highly informative. SPC experts also have considerable experience providing oral testimony in court to complement their written evidence. Our meticulous approach ensures that legal teams receive timely and highly professional support, enhancing case strategy and courtroom effectiveness.
