Marshall I can see where you are coming from, but there is the DPP to lead on the legal side. CPS also has many offices, and all the work associated with that right down to the ordering of equipment, and that whole part of keeping the organisation running.

I'd see it more like the introduction of non-lawyer partners in firms in recent years, as it has come to be recognised that sometime the lawyers are best focusing on the law, but benefit from others assisting with the many practicalities.
