Two thoughts. First, I expect most firms offering a fixed fee are not quoting enough, possibly because having been given a fixed quote clients seek to get more than the work quoted for, whilst firms which give an estimate consider they can charge for the additional work without being criticised for charging more. Thus, if you quote a fixed fee and a client wants more, you need to be careful to say "this is not within the fee quote, do you want me to do/answer this because if so there will be an additional charge". Failing to do this risks hurting your bottom line profit figures.

Second, the LSB need to be reminded they object to lawyers increasing charges (whether or not inline with inflation) so they should not be allowed to increase their levy on the profession but should be required to keep it at the 2020 level.
