Of course if the girl is aged 12 or below then sex with her is rape irrespective of apparent consent.
For 13-15 year olds then sex even with their consent carries 14 years imprisonment, do we really need to classify this as an offence carrying life imprisonment? And is it sensible to have a wider and wider range of activities classified as rape or does this devalue the strength of the word?
Some other countries have an exemption for boys of a similar age so that they are not criminalised by having sex with a girl of their age. Don't believe that that measure will be introduced here - this is all about extending the authority of the state and criminalising a larger slice of the male population - the male population of course being the usual target. Most activity of this type doesn't involve grooming gangs.
