One sympathises with 3.19pm's evident frustration, but that's a fundamental misunderstanding of the function of management. Managers are there to manage the people who get the work done, not to be more expert than all of them.

Ms Rapson is in any case being appointed to regulate the profession, not manage it. Different kettle of fish entirely.
