Yes. I recall University lectures re rehabilitation/retribution/deterrence/prevention.

The main failing of the system is that unskilled and illiterate entrants learn there only how to be 'better' at crimes- then they leave and put this into practice.

If only they received education (as they used to do) with a view to rehabilitation. At least Lord Timpson puts his and his business's money where his/its mouth is. He reckons that recidivists whom it employs are some of his more reliable and loyal staff.
