The Employment Tribunal system has worse delays. Would the government intend to replace Judges there and in the Employment Appeals Tribunal with non-Judges as well? If I've understood correctly, it's not been announced yet what qualifications and experience will be required for the members of the new appeals body. Will they be at least qualified solicitors or barristers? Probably not. I question if this will work out. You can look at the low standard of decision making and delays in the UK's many Ombudsman, with their legally unqualified investigators and Ombudsman dealing with often complex factual matters and documentation as a very different example of what goes wrong when a cheaper system is used.
