Comment

Take the initial decision on asylum out of the hands of civil servants and develop a scheme where panel firms of solicitors/immigration practitioners are instructed to make that initial decision on behalf of the government. I'm sure that the quality of the decision-making would improve and the opportunity for appeals would diminish.
