Of course the real reason behind this is to throw a blanket of immunity over everything the MoD does so no one will ever know when multiple accidents happen as a result of, for example, defective or inadequate equipment provided to those on the front line such as the Snatch Land Rover case - or because systems are so inadequate that 3 men can die in one day on a selection course as in the Brecon Beacons case.
