My two penneth is that by creating a form in which every single piece of expenditure has to be put down in detail on pain of not being able to claim it later on without applying to a judge for it has led to claimant companies putting in absolutely vast form H estimates. As judges don't have the time to go through these with a fine toothcomb because they have other more important things to do, a lot of them are being waved through if they seem "more or less reasonable", which leads to even less scrutiny than under the old regime. This was always going to happen.
