All my life we have been told that our unique unwritten constitution works very well. It did work, but only for so long as all those participating in the power it bestowed obeyed all the unwritten rules. For the ignoramus something not written down in words of one syllable is meaningless. Grayling is the non-lawyer politician who can be forgiven for any initial lack of knowledge or understanding but what guidance is he getting from his civil servants, particularly those at the top who, one would hope do understand.
