This is the problem with politicising the civl service. Ever since Thatcher was PM there has been a drive to get civil servants 'on side' with and 'deliver' what ministers want and advice against is unwelcome; hence seen to be damaging to career prospects. And you also have to understand that several members of this current government are purely driven by an ideological view that 'public sector bad, private sector good' irrespective of any evidence to the contrary. I have never understood how a private body driven to make profits for its shareholders can provide a service for the public at a lower cost that an equivalent non-profiting making body other than by reducing the standard of the service and/or substantially reducing wages (which in the medium to long term has the same effect anyway).
